Article I: Naming
This organization shall be named "Blue Valley West Teenage Republicans" (hereinafter referred to as "BVWTARS")
Article II: Objectives and Policies
Section I: Objectives
a. To support the initiative to educate the public through political education and action.
b. To encourage the mindset defined by the Republican Party
c. To work in conjunction with the National Republican Party, the Kansas Republican Party, the Johnson Country Republican Party Central Committee, and the National Teenage Republicans.
d. To engage the local teenage population in an active pursuit of community involvement.
Section II: Policies
a. No officer shall use his or her club position to endorse a candidate prior to the primary election when there is more than one Republican candidate for the same office.
b. No member supporting a candidate prior to or during the primary election shall use the BVWTARS or any of its affiliates' names to endorse that candidate.
c. The BVWTARS shall not advocate a split party ticket nor support a candidate running on an opposition ticket.
d. No member supporting a candidate running on an opposition, or split party ticket shall use the BVWTARS or any of its affiliates' names.
Article III: Membership
Section I: Eligibility
a. Membership in the BVWTARS shall be available to any student at Blue Valley West High School who accepts the tenets of this constitution and recognizes the objectives and policies of this legislation.
Clause I: Prospective members shall sign in their agreement to this constitution and the current and future implications thereof.
Section II: Dues
a. All prospective and current members shall pay $5 per annum to the BVWTARS club.
b. Only dues paying members shall have voting rights.
c. No person shall serve on the BVWTARS executive board or any committee thereof having not first paying the required dues.
Section III: Listing
a. The BVWTARS secretary shall keep a log regarding the status of all members regarding their respective positions and payment of dues along with any other information deemed necessary.
b. This log shall serve as the authority in matters of dues payment.
Section IV: Guarantee
a. Members shall not be discriminated against because of race, color, creed, religion, gender, sexual orientation, or economic status.
b. Membership shall not be abridged for any of the reasons above.
Article IV: Leadership
Section I: Officers
a. The executive board shall consist of a President, Vice-President, Secretary, and Treasurer elect.
b. Requirements for office:
1. An active member in good standing
2. Having paid all dues to date
c. Duties shall be defined yearly by the club handbook as revised by the Executive Board.
Section II: Non-executive positions:
a. The Executive Board shall appoint all other titled positions.
b. A Board of Nominations, General Review, and Judicial Review shall be formed regardless of other positions appointed by the executive board.
1. The Board of Nominations shall be formed by executive appointment per annum with the purpose and intent of approving potential candidates. No more than 5 members may serve at one time. This Board shall elect a chairperson to organize meetings, provide leadership, and coordinate activities including elections.
2. The Board of General Review shall be formed by executive appointment per annum with the purpose and intent of handling misconduct, issuing warnings, suspensions, and expulsions. The Board's decisions are final with the exception of a judicial review, which may be called upon in the event of a misinterpretation of the constitution. No more than 5 members may serve at one time. This Board shall elect a chairperson to organize meetings, provide leadership, and coordinate activities.
3. The Board of Judicial Review shall be formed regardless of executive appointment with the purpose of interpreting the constitution and approving amendments. Decisions made by this board shall be final. Members are appointed to serve until their membership expires or terminates. Only 5 members shall serve at one time. This Board shall elect a chairperson to organize meetings, provide leadership, and coordinate activities.
c. Requirements for office:
1. An active member in good standing
2. Having paid all dues to date
d. Neither the President nor the Vice President shall serve on the Board of Judicial Review.
e. Duties shall be defined by the club handbook as revised by the Executive Board.
Section III: Nominations and Elections
a. Nominations
1. All nominations shall be a written statement signed and seconded by members in good standing other than the prospective candidate themselves submitted by the first Friday in May before elections.
2. Only members in good standing and meeting the requirements for office may be nominated.
3. A member of the Executive Board may not nominate an opponent
b. Elections
1. Elections shall be held once a year on the second Thursday in May.
2. Candidates and their nominators may deliver speeches before election.
3. All voting shall be conducted by secret ballot in an advertised location decided upon prior to the election by the sponsor.
4. The sponsor of the club and one other faculty member of the school independent of the club shall oversee elections.
5. All other matters shall be decided by the sponsor.
c. Terms of office
1. Each officer shall serve until his or her positions is filled by a successor as elected or fails to qualify as a member.
2. No member shall hold more than one executive office at any time within BVWTARS
3. There shall be no term limit for any offices or appointed positions subject to general or special election.
d. Removal from office
1. Conduct unbecoming of a BVWTARS member as defined by the Board of General Review shall be subject to warning or impeachment.
2. Warning shall be a written statement of reprimand given with the intent of correcting an infraction of club standards. After 3 warnings, the individual responsible shall be impeached.
3. No member may be removed from office without due process and impeachment.
4. Impeachment shall be overseen by the Board of General Review. Should the verdict find the individual guilty, expulsion or suspension shall be shall result.
5. Expulsion is defined as revocation of membership.
Article V: Meetings
Section I: Executive Meeting shall be held at the discretion of the Executive Board.
Section II: General Meetings shall be held no less than once a month at the discretion of the Executive Board to include all members and nonmembers interested in observing the club or becoming eligible for membership.
Section III: The Secretary shall keep the minutes and proceeding of all general meetings to be archived.
Section IV: All meetings shall follow, within reason, Roger's Parliamentary Procedure.
Article VI: Amendment
Section I: This constitution may be amended by a two thirds vote of all members within the BVWTARS organization after such revision is concluded constitutional by the Board of Judicial Review.
